Information and Systems Management (ISM) Strategic Framework

Vision

To enable the optimal use of information by the SAPS in creating a safe and secure environment for all people in South Africa.

Mission

To realise the ISM’s vision and to support the SAPS in achieving its goals, ISM will -

•  facilitate the establishment of information management within the SAPS; and

• facilitate the management and innovative use of information, information systems (IS) and information technology (IT) that optimally support the SAPS business processes.

To fulfil its purpose, ISM will establish the required organisational capability by means of -

• developing capable human resources;

• adding more value to the relationship with stakeholders;

• maintaining efficient and effective internal processes;

• architecturally enabled enterprise with IS and IT; and

• subscribing to sound management principles and practices.

Strategic goals

1.         To maximise the management and use of information resources within the SAPS.

1.1       To facilitate the implementation of a policy on information management in the SAPS.

1.2        To establish sound information management practices in the SAPS.

1.3        To establish enterprise architecture management.

2.                   To ensure the SAPS is provided with efficient information systems and information and communications technology (IS/ICT).

2.1       To maintain and support the IS/ICT of the SAPS by ensuring and directing -

• SITA maintenance and support service levels;

• data line maintenance and support service levels;

• Third party service levels; and

• The upgrading, replacement and relocation of ICT equipment.

2.2       To expand and develop the IS/ICT of the SAPS by ensuring and directing -

• application software development, enhancement and implementation service levels by SITA; and

• ICT equipment acquisition and employment.

2.3        To maximise cost-effective investment in  IS/ICT within the SAPS.

3.         To maintain and improve the capability of ISM.

3.1        To create and maintain a well-established ISM organisation.

3.2        To develop capable human resources for ISM.

3.3        To advance the role of ISM as an agent of change in the SAPS.

Medium-term Focus Areas

1.          To expand existing ICT to rectify shortages of workstations, printers, fax machines and PBXs at police stations and critical locations.

 2.         To upgrade and replace outdated workstations, printers and fax machines.

3.         To develop enhance and implement all critical information systems to support and improve the SAPS’s service delivery, with specific reference to the following:

• CAS (Crime Administration System): Implementation at all police stations

• LIMS (Laboratory Information Management System): Implementation at Forensic Science laboratories

• AFIS (Automated Fingerprint Information System): Implementation at Criminal Record Centers

• Loss Management System: Implementation at Logistics offices

•  Clothing Shop System: Development and implementation

• Workshop System: Implementation at Logistics

• GIS: Implementation

• ANB (Analysts Notebook): Implementation

• BI (Business Intelligence): Continuous enhancement

• Optimisation of GPS facilities at Radio Control Centers

• PAS (Provision Administration System) Phase II: Support with Implementation

• DNA Analysis System: Development and enhancement at Forensic Science laboratories

• Remote Access and Vehicle Logging: Establishment at land border posts

• External access to information on stolen vehicles

4.                   To establish information and technology plans, supported by enterprise architecture.

5.         To lead specific projects, as assigned by the IJS Board, to establish and develop an Integrated Justice System (IJS) with the participation of partner departments.

6.         The maintenance of all ICT/IS infrastructure and services.
